The solution was available 25 years ago and it’s simple. Take the www.fairtax.org idea (USA, anyway), have Democrats call the Republicans' bluff and negotiate the rate and prebate upward until it incorporates UBI, health(not private insurance) and the end of consumerism.

Simple. Albeit less likely than alien intervention.
