Conservatism usually leans heavily on the winners and convincing enough people that they are in the 'winner' class that they can do whatever they want to the 'loser' class because it's for the Good of All, or it's God's Will or any other nonsense that implies there is an Ultimate Authority for them, but limited authority (less government) for everyone else.

Bullies. Civilized humanity (city-based society) has evolved to not know the difference between bullying and leadership because the existence of a city inherently requires bullying the land around it into submission.
