As Harry Browne used to say when he ran as the Libertarian candidate, "Every law is backed by a man with a gun."
Trump was betting on his packed Supreme Court backing him with the law's gun, but it's looking like they have a different (ie, non-insane) interpretation of what side of the law he's on. The more ridiculous he looks, the more advertising revenue he'll generate for Fox and Friends (CBS, NBC, etc) post-perp-walk. Being the only president hauled out at gunpoint in cuffs will play well for future buffoonery revenues. He'll probably invest in the private prison cash cow with the only equity he has; a name.
That's probably why nobody has jumped the starting line yet to 25th him and set a precedent.
