From an implementation standpoint, it seems (when looking at the pie chart of Uselessness) that the solution about externalities, etc is to put all of civilization's overhead costs into taxes at the point of purchase, and distribute the collected monies to the lowest possible level of the pyramid scheme that is "economics" (UBI with health/food, education).

The system is as big as it is now because all choices were cheap and disinformed, and we have been subsidizing the theft of time and attention (advertising is a tax-deduction).
