Going by your previous statement, it wouldn 't save very much money anyway, and the bigger cost is that these homeless people are not working as highly paid(and taxed) members of the Complex. From a natural philosophy sense, the wolves are not as concerned that humans are killing each other, but that humans aren't contributing to the Wolf-Elk-Eagle-Worm-Soil-plant industrial complex.
