Hawkish or not, the difference that foreign nations should note is that the bureaucracy of a successful Harris presidency will be able to focus on supporting a platform, while the staff of a Trump White House will again be split between the surreptitious Heritage/Chamber of Commerce oligarch goals and also trying to keep Trump in a bureaucratic cage to prevent disasters (as his previous staff did).
