A lot of the monopoly power comes from unionized systems and their power to force teachers into schools in order to have health insurance. Without that fear, any good teacher could set up a shop or community tutoring service and get paid cashy money. High school is basically a social filter: a waste of 4 good academic years for many kids that would function a lot better among adults than sports bullies and drug dealers.
