I disagree here only mildly because we should break down the word "responsibility" into "response ability". Power is response ability. How it is accounted for after the fact is "responsibility". The ability to hold power to account is thwarted by systemic profitability. (Profit's (and Prophets') ability to hoodwink people for money or power without being held to account).

The lack of accounting is what it means when someone robs a bank and doesn't get caught. Robbing taxpayers is called "lazy government work", but it's a similar crime.
