I think all it really would take is UBI and all of civilization's overhead put into VAT/sales tax. All of consumerism is driven by the price at the decision point(whether capitalists or communists, humanity is now a market environment-adapted creature). The individualism vs altruism/socialism question is a misleading one because both are anthrocentric perspectives outside the real society we have: competitive consumptionism in a cage separated from Nature: see David Suzuki). UBI would do a lot to moderate competitive paranoia, while putting true costs at transactions would inform individuals about their option to not buy their life from someone they never see (the dollarized response ability we now 'enjoy').
