Indeed. Unfortunately, the people most interested in doing the work are least interested in looking over other people's shoulders, and vice versa. That's why there's a system for it, but competitive moral turpitude (corporations, etc) undermines systems in the name of profit and power, while populism kows to unfettered neotony (which also happens to be profitable).
The trend toward authoritarianism fills the gaps left by 'democratic' competition. I doubt this version of humanity (homo marketus) is ready for humble cooperation with the laws of nature. Consumption of its own future is just too cheap and easy.
