Lobbying (buying government) in the US is the best ROI you can get with that kind of cash. The USA may not be the best country, or the most altruistic, but it is the Great Center of consumerism, and all of the questions about our future come down to that mindset.

Education (colleges), and NGOs are already spending billions, if not the trillion, on trying to change people's awareness of the environment and fairness, but as long as it is all dependent on revenue from a consumption-based, Madison Ave economy (aka "colonialism"), then it's mostly moot.

How would you convince the 1 billion people of the Consumer/plastics-dependent countries to stop being consumers and become contributors to their places?

Cut them off from the global south?

What made the British Empire/EITco give up on the slave trade?
