"Ministry of the Future" gets it right in the beginning (a million dead in a heat wave), mostly stops there with stasis and magic solutions (well, not magic, but politically and economically improbable). The recent flood in Kentucky is a good example of "just the beginning", as there is not a concerted effort to find these GW vulnerable spots and move people or set up appropriate evacuation plans and alternative places to live, alternative food systems for mitigating weather conjunction events, etc.
Our leadership, scientific infrastructure and education have already failed to grok the threat that 'minor' changes in global temperature present. We put the kettle on (petro-economics) and left for vacation. The rabbits now have an automatic feeding system and no predators, and the guy who was supposed to turn off the barn heater just got caught in a raid and deported.
Billions will be dying because it just wasn't profitable to imagine anything but perpetual growth and extraction.
