Oh, my idea will never be passed. I know that. (sigh) It's a radical thought experiment to get people to think about what we really do and what we really need, rather than a blind competition to have the fastest growing greenwashed landfill in each county.

In the meantime, I've been trying to help small farmers decarbonize in various ways for about 20 years now. I have solar panels to offset my home electricity use, and I just signed a lease option for 40 acres of land to (hopefully) end up with a community solar farm instead of just another acreage sold to a CAFO for manure injection.

I have restored electric garden tractors from the '70's and I build solar-powered equipment for veg farming, as well as converting tractors to run on batteries (lead, not lithium, so nearly 100% recyclable).
