Or the nobler goal that puts future people first (the environment, resources, stability and leadership they will need). It is far too easy to throw ideas around that 'appeal' to the 'sensibilities' of the crowds, rather than the discipline and moderation that benefit the future instead of the present pocketbooks of politicians, banks and "educational institutions" (building construction and naming rights).
I think the ROI of education systems is failing because it is first and foremost an indoctrination system for an unstable, anachronistic economic model (competition at all costs, lassaiz faire bureaucracy, unfettered rapacity of resources, mind-numbing consumptionism-extraction markets).
