Sales taxes instead of income taxes. Yes, sales taxes are regressive. That’s the point. Prebates/UBI make it minimally humane.

Most of the sprawl is based on artificially low prices for transportation, housing (and all of the things to fill those houses), and labor. Cities are concentrations of humans being exploited by numbers, always in favor of those who manipulate prices and taxes in their favor. Most of the programs in rural areas to ‘eliminate’ sprawl end up causing more of it (minimum acreage rules, zoning rules, etc). People are buying everything instead of working to support their place and their food with their hands. The result is a society based on massive technology dependence as well as exploitation of the delusion that perpetual growth can continue as ‘normal’ and people can be useless/exploitative to the natural place they live.

The global economy is built on the principle that one place can be exploited, even destroyed, for the sake of another place.
