Sure, tax the billionaires, but also put the actual overhead costs of civilization at the decision point that makes billionaires: sales tax/VAT at the point of purchase. Take the revenue and use it for UBI, education and good health (of the whole sphere of health: environment, food, physical activities, regenerative agriculture, cooperatives, etc). Eliminate the income tax code and the patent office(corruption of intellect by calling it "property"). If not ban advertising, at least make it highly taxed. If anything is needed, people will look for it. Every dollar is a petroleum dollar at this point, and future value of people is going to depend on not using dollars(because carbon isn't the only resource dollars are destroying).
