The hindsight that I can extend backward goes to the changes in jetstream stability at least to the early 90s, when farmers in Wisconsin were using helicopters to spread manure on flooded fields. It was raining every day for months but that was just the beginning. Fast forward to the housing crisis of 2007-08, and everyone remembers the corrupt banks but not Cedar Rapids under water (except Iowans). Every year since then has been worse.
