This is a good example of the need to understand the concept of "emergent phenomena". A human brain develops its model of the world and its self in extremely complex circumstances of biological, emotional, physical and social environments: internal, external and imaginary. The chaotic variables are controllable only to some degree, but the variables we know (poverty, abuse, nutrition, stability, birth control) only require competent leadership. Authoritarianism (bullying) is not leadership, but it is what we have paid for and allowed.
