Unfortunately, anti-bullying is focused on victim perspectives as a reactionary effort. The basis of modern competitive civilization is the aggressive extraction of resources (physical and human), and we don't have a common perception that there can ever be anything wrong with 'winning." Anyone who doesn't "Go! Fight! Win!" is either ignored, ostracized or bullied into joining the battles: if only as a consumer.

We have to stop the blind faith in competition that drives everyone to see each other as targets or victims.
Trying to save the victims in a system based on creating them is a circular waste of time that benefits bullies and hands them reasons (and advertising money: re: Fox) to bully even more.
Instead of trying to win trench warfare, we have to stop the war on reality that is Competition.
