Yes. I have a couple of odd thoughts on it, tho. First, war is just sanctioned murder, so....own up to it as such.
Just say, "If you make us angry, we'll kill you." (Both sides of the 'war' on terror abide by this philosophy).
Second, if there are agreed upon rules, it's not war; it's business (or a facsimile of it).
Therefore, the only thing keeping humanity from ending wars is lack of a better business structure for humans on the planet, and honest business might want to start by acknowledging the payment owed to the planet itself for goods and services already received, then the payments owed from profit sharing to those who have done human labors, including slavery and wage slavery. If that isn't economically palatable, then bankruptcy and reorganization of humanity toward fairness moving forward.
